这段有什么问题，为什么浏览器拒绝访问403错误呢？

你应该在Apache的htdocs目录下新建一个newtest.net的目录，在该目录里写个echo "hello world";测试。。。然后 改DocumentRoot "某盘下的Apache的htdocs目录下的newtest.net目录（写绝对路径）"
ServerName newtest.net
重启Apache
